Administrative Levels
China has four administrative levels: provincial (23 provinces, 5 autonomous regions, 4 municipalities, 2 SARs) → prefecture-level cities → county-level → townships. Beijing, Shanghai, Tianjin, and Chongqing are directly administered municipalities under central government — the highest administrative tier.
City Tiers

| Tier 1 | Beijing, Shanghai, Guangzhou, Shenzhen | International, high cost, most opportunities |
| New Tier 1 | Chengdu, Hangzhou, Wuhan, Xi’an | Fast-growing, good value |
| Tier 2 | Nanjing, Qingdao, Xiamen, etc. | Livable, rich in tourism |
| Tier 3–4 | Hundreds of smaller cities | Low cost, authentic experience |
